Ed is right to point out that some economically productive tax breaks invented by Balls/Brown have had unintended side effects. These should indeed be corrected in the next Budget but without "throwing the baby out with the bathwater".
Concerning his highlighting of the anomaly of the "non-doms", Balls/Brown are right not to correct this anomaly as the net benefit to UK business, employment and tax revenues far exceeds the concessions to non-doms--it has been Britain's secret weapon for attracting overseas talent in the last 30 years (don't tell the French!)
